The body of a man in his 20s was found in a rarely used alley in Pikesville, and authorities aren't sure who he is or how he got there.

It seems to me that this article argues persuasively for subjecting the custodial parents(s) to whatever penalty at law would otherwise attach to a 15-19 year old.
But you cannot just turn the other cheek to crime and hope they'll grow out of it.
