And that requires a large, large surveillance presence.<br /><br />Given the huge number of problem guys on the loose in this town, that requires a much, much larger patrol force, particularly given that the SA doesn't like to prosecute using videotape.<br /><br />Unfortunately, the cost of babysitting Baltimore's prodigiously criminal population may well exceed the ability of the law-abiding tax base to pay for it.
