I've been told that if I don't like it, I could either
a) campaign for a new Mayor in a few years or b) move to somewhere where crime is considered important.

Wouldn't c) campaign for a new State's Attorney for Baltimore City be another option? It strikes me that this policy originates from city prosecutors.
