Chipboard, which the city uses to board up vacant properties, is not very pleasing to the eye. The trompe d'oeil coverings over the chipboard protect the chipboard from the taggers, and give an impression (at a distance) that the homes aren't vacant which pleases the neighbors who still occupy homes in the area.
