It's an automated news aggregation site that pulls articles from local news sites. It is not unlike Google News (http://news.google.com), though a bit more subtle about it's sources.
My guess is that they are new and willing to take a loss to get readers until they eventually add advertising, especially since the creation of a site like theirs requires little overhead (a web server and some basic programming skills).
