After reading the Sowers City Paper article you linked to here, I can only say that Baltimore has NO CHANCE with the "leadership" that's in place.
I'll argue for it again. A lot of very violent places like Northern Ireland, Colombia, Israel, Italy, and Serbia, to list a few, have benefited from lower crime and violence rates when they've used their militaries or para-military police formations to crack down on chaos.
A little martial law goes a long way.

Observations on murder as we near year-end:
#1 - it's down here; yea!
but, it's still way high, as Dittkoff observes.
a) We exceed the murder count in Dallas by over 10% already, and it contains about twice our population.
b) We're about the same murder count as Cleveland, Cincinatti, AND Columbus, Ohio, whose populations are about 2 1/2 times ours.
c) We've exceeded Phoenix, despite the fact that it's two and a half times as populous.
d) We're nearing the same murder count as San Francisco, San Diego, Fresno, Anaheim, AND Bakersfield.
Of course, they together have a tad under FIVE TIMES our population.
So,... let's not get too carried away in celebration.
Civilized conduct is a looong way off.
