Yes, I did, Your Honor.

I told you personally at the 2004 National Night Out Against Crime that your officers were falsifying and failing to file reports. It was at the corner of Guilford & 31st, which was primarily so memorable because a few hours after you and your photo crew left a carefully staged neighborhood scene, we had driveby shootings at that intersection.

I will personally testify to the behavior of not one isolated officer, but many. There are no reams because the ommissions involve the ABSENCE of documentation because your officers do not record the incidents. My neighbors report the same experience. This misconduct is disgraceful and widespread.

As it happens, I CAN document false reports. And I have so apprised officials in Annapolis, Democrat as well as Republican.

It sounds like O'Malley has invited an investigation into fake crime stats with the dumpster comment.
