MAcbier firebomber and Bloods gang leader Terrance A. Smith, 24, had first-degree murder charges dropped against him. He was accused of ordering Coketa Diggins to kill Reshawn Myers. Diggins got 10 years(!) for the murder. Myers was found shot in the head on Chinquapin Parkway by a dog walker.

DC - here's what the Washington Post said about the year and a day rule "In crimes committed before 1996, the prosecution can bring murder charges only if the victim dies within a year and a day of the attack.
The law changed in 1996, and there is now no time limit for prosecution between the time a person is harmed and when he or she dies . . . . However, the new law does not apply to crimes that took place before 1996."
The year and a day rule while alive, is dying.
Hey, you're right, the three "cleared by Y&D" victims from 2005 were shot in 1995, 1987 and 1993. Amazing.
