"Four people were arrested Thursday night after police found them sitting in a van with a loaded shotgun, a set of handcuffs, surgical gloves and masks.
'We believe we thwarted the commission of a heinous crime, but we're trying to figure out what that [crime] was,' city police spokesman Anthony Guglielmi said.'"

My point... whole chunks of Baltimore are criminal.

Regardless of due process concerns, a very efficient way to eliminate criminals would be to zero-tolerance the highest density neighborhoods until the hoodlums go to...

Virginia, Philadelphia, or Afghanistan, for all I care.
But please stop pretending we don't know who/where the criminals are. we do. And we always have.
