If the current youth jail houses and average of 50-60 inmates at any given time, why is the city building a new youth jail with a capacity of 120 inmates, twice the number required?

Cham, the Dept of Juvenile Services claims the current jail holds 144 juvenile boys, and the new one is supposed to hold 120. Supposedly the diff is that the new one will be able to handle kids charged as adults so they don't have to go to adult jail and also to comply with federal mandates that the state isn't meeting.
