Yes, it's called CompStat.

It penalizes District Commanders for having high UCR Part I crime stats.

They, in turn, instruct their responding patrol officers to get the numbers down by any means necessary.

That can be done by:

a) deterring the commission of Part I incidents, (difficult)

b) declining to record Part I incidents when reported by citizens, (easy)

c) downgrading Part I incidents to Part II incidents, or (easy)

d) discouraging citizens from bothering to call the next time they experience crime (easy).

Do the commanders discuss options b) through d) at roll-call ? No.

Do the patrol officers appreciate the unlikelihood of achieving option a) without more manpower? Yes.

Can they read between the lines? Yes.

This sounds very very illegal. One could even argue that the District Commanders would themselves be partially responsible for future crimes. How the friggin hell is this allowed to go on?

I was actually told once by a police officer to stop calling the police and to mind my own business when I called several times to report a crime two winters ago.

I never reported the officer, and I never will. I don't think he's altogether wrapped tight enough, if you know what I mean...
