An aside, but why do we have a park named after a traitor like Robert E. Lee? The men he commanded, both directly and indirectly, were responsible for more American deaths than the Nazis and Al-Qaeda put together.
"Stokes [the alleged shooter] pleaded guilty last year to a drug charge in Baltimore and received a two-year sentence, with all but two days suspended, court records show. Other drug and assault charges against her last year and earlier this year were dismissed, according to court records."
Wow, that two day sentence certainly taught her a lesson.
By the way, if you're a fan of The Wire you may be interested in watching David Simon's latest piece of work, Generation Kill. Very different subject matter, but the first episode was excellent.
Robert E. Lee was probably a lot more popular in Baltimore in his day than, say, Lincoln. Remember, the Union arrested the mayor and had to put a bunch of cannons on top of Federal Hill (pointed at the city) to keep us in line, and the first casualties in the Civil War resulted from the riots that took place when Union troops were traveling through by train.

Arrest the Mayor and impose martial law from a Federal source. Please.
