Just asking
A program in Mexico pays poor people to take their children to doctor's visits and send them to school. Could it work here?

You might look into getting a StoryMap from outside.in. It would give you an easy way to map the crime in Baltimore automatically. All you would have to do is submit your feed and outside.in would do the mapping for you. Go to http://outside.in/geotoolkit to try it out.
Personally, I rather have a program where by if you want any government benefit be a welfare check, pay check,or contract, you are required to get your children's teachers to sign off on a sheet stating that you are you're an attentive parent who at least makes an effort to be involved in your child's education.
