In the Afro, a Baltimore man interviewed about the Mayor's guilty verdict states:
"In law, you can commit a crime, but is it still a crime if you paid the money back?"
Answer: yes, it is still a crime.
And that's why Baltimore goes nowhere. People here have a distorted sense of law and good behavior.
Purple city burger king?
The recently deceased Mr. Guest, the latest victim of Baltimore's culture of death (shoot outs with cops aren't a good idea), may have set a record. It looks like, despite being only 32, he has been sentenced to over 80 years in prison. The charges included murder, gun possession, various drug charges, theft, and false documents. But due to suspended sentences, concurrent sentences, early release, and being sentenced to more probation for probation violations, he was still out and about terrorising Baltimore. It looks like he was still on probation and was still released on bail, awaiting trial, when the his last event occurred.
