Here's a convenient tool for thinking about Maryland's criminality relative to the nation, understanding that Baltiimore City is disproportionately prominent in the state's stats.

Relative to my conversation with Cham about drug-related incarceration, be advised:

Only about 20% of the MD jail population is in on drug offenses.

About twice that are comitted on drug offenses. The difference: the speed of the revolving door. They get out quick.


60% of MD commitments are from Baltimore City.

About 33% of commitments are due due violation of parole from a previous conviction.

That is to say, people who probably should never have been released.

What is the definition of a "property crime"?

Property crime is generally theft, burglary, theft from auto, or auto theft.

Robbery is commonly understood to include a violent component, hence is is accordingly categorized.

Vandalism might be a Part II property offense, but Part II stuff never sees a courtroom, unless part of a higher offense.
