SO EHRLICH'S REFORM OF JUVENILE JUSTICE HASN'T TAKEN HOLD YET. HE'S ONLY HAD FOUR YEARS AND A RESISTANT LEGISLATURE TO HIS EVERY EFFORT. HE'S TRYING TO REVERSE 40 YEARS OF NEGLECT BY HIS PREDECESSORS. NOTHING LIKE THE MESS O'MALLEY'S MADE OF EVERY CITY AGENCY AND DEPARTMENT IN HIS SEVEN YEARS RUNNING FOR GOVERNOR.
