Sentementes reports that a 23-year-old man was shot and killed early this morning in the 1700 block of W. Fayette St. in West Baltimore.

Ralph Hall, 37, was found July 30 shot to death behind the Dr. Roland N. Patterson Sr. Academy in the 4700 block of Greenspring Avenue.

Umar Ibn Shakir, 18, was shot to death in Woodlawn in the county

Two men convicted of three counts of first-degree murder yesterday: Derrick Collins, 24, was convicted in the Dec. 18 killing of 33-year-old Annette Bardney, and Larry Joseph, 19, was convicted for killing Deion Morris and Channing Myrick in September of last year. Morris and Myrick were shot to death in Belair-Edison in "broad daylight as an afternoon church service was getting out."

A victim of suspected rapist/murderer William Brown spoke to Stephen Janis.

Yikes: "Baltimore police and prosecutors knew a “serial rapist” was on the loose as early as 2005, but never alerted the public."

If Baltimore had a police force like the Carabinieri, perhaps people in the city would learn some measure of self control, self discipline, and basic decency.

Well, it didn't appear to work in Italy. Unless you count that period between 1922 and 1943.

Actually, it didn't work in 1922- 1943, as the Italian populace and even the military were insubordinate and lazy. Both in the eyes of Fascists and the enemies of Italy.

As for the Carabinieri, they're tough, loyal, get results, and, unlike city police, do not endlessly whine about their jobs.

What "key features" of the Carabinieri would make them so effective in Baltimore? Wise one?

As much as I disagree with the people who have said it before, Baltimore cannot "arrest itself out of a crime problem". As we all know, the police make a colossal number of arrests. Virtually every serious convict has an extensive record.

Again, the problem is not with the police. The problem will not be solved if the police arrive at crime scenes an average of X minutes faster than they do now. The problem will DEFINITELY not be solved if they are more aggressive and if they violate civil rights.

As you know I am this board's leading advocate of the "kill them all" approach, however more effective prosecution and longer prison sentences for people who're already being arrested and charged is probably a more realistic thing to hope for.

Yay, yay, yay! If there was ever a case that deserved the death penalty it's the murder of Carl Lacky. Violence against victims is one of the worst problems facing our legal system. Criminals who murder a state's witness deserve the ultimate punishment.

We need to reduce prison sentences by increasing the number of crimes the death sentence is given. Appeals should limited to 3 and should not be automatic. I would ban lethal injection for a more cost effective method such as death by crushing using a wrecking ball, bury the criminal alive in a pine box 6 feet under, hanging, blood letting and firing squad.

Here is a list of crimes the death sentence should cover:

murder 1 and 2

serial rapist

drug kingpin

drug smuggling, possesion and selling of more than $50,000.00 in dope

serial sexual abusers of handicap, elderly and children

theft of more than $500,000.00

extreme cases of negligent homicide

giving aide and comfort to the enemy in time of war or national emergency

serial human trafficing

gross abuse of public office for personal gain

terrorism with intent to kill

serial kidnappers

money laundering of more than $100,000.00 over a one month period

organized crime kingpin

trading state secrets for personal gain or coperate profit
