Why was Delawntae Finley ever listed as a murder? His killing sounds like a clear-cut case of self defense.
BTW, maybe if his mother had given him a real name he wouldn't have become a hoodlum.
Did anyone listen to the Norris show when they brought up that paying people to be sterilized? It seems like it caught a lot of traction for people in the city.
Someone I was speaking to had an interesting idea as a follow up to that. People who opt to go on welfare, before signing up, would have to be sterilized in order to become eligible.

Ok I was semi-joking with that part, but the big problem with past sterilization programs was that they were forced on people. All of the current ideas that are being tossed around are voluntary.

Who makes the final determination if a homicide is justifiable or not? Is it the PD or the State's Attorney's Office?

All deaths ruled homicide by the Medical Examiner, and some even before, are reviewed by the Assistant State's Attorney for Violent Crime. He/she, in conjunction with their superiors, make the ruling of "justifiable".
Remember, officially the State's Attorney is the chief law enforcement officer in the city--not Fred.
