I'm no great fan of 'abated by arrest' charges.

However, if you were able to get the names of the 'offenders', you'd find that they are not mostly law-abiding family folk.

They're mostly problem guys, with prior experience in trouble with the law.

If we don't want to nuisance-arrest them, then you're going to need to arrest them for the really criminal things they've done. And that requires a large, large surveillance presence.

Given the huge number of problem guys on the loose in this town, that requires a much, much larger patrol force, particularly given that the SA doesn't like to prosecute using videotape.

Unfortunately, the cost of babysitting Baltimore's prodigiously criminal population may well exceed the ability of the law-abiding tax base to pay for it. Hence, Baltimore is a nonviable city, unless you accept the concept of a rogue population center with municipally-sanctioned cover.

And it seems that the crime spree in Ponts' block continues this week, with hoodlums openly carrying around ladders to break in on University Parkway in Charles Village.
