Our famous dine-n-dasher, Andrew Palmer, was arrested yet again* after running up a $50 tab for vittles and libations. What restaurant manager on the planet hasn't heard tell of this guy? The one stuck working the New Year's day at the Kona Grill Inner Harbor, apparently.

Somebody robbed the Towson Starbucks at York & Burke at around 6 a.m., and on Dec. 29th somebody robbed the Starbucks in the strip mall near the Giant* on York Rd. (BTW, while the County police chief was on TV crowing about their low murder rate, he noted that they had linked the robberies around Towson University to three different groups).

The chair of Baltimore's chapter of the NAACP is not impressed* with Batt's "everyday people" quip.

Calling on the Corpse Phone

Murder victim Robert Long's missing cellphone is one of many mysteries in the bizarre and chilling case against Jose Morales, drug dealer, arsonist, scaffolding thief, accused witness-murderer, and probable confidential police informant, who was shielded from prosecution either intentionally or via mind-boggling police incompetence.

Murder suspect Robert G. Moore is extra special: he's accused of threatening the lives of two female prosecutors,* telling one he was going to send an associate after her while she was in the hospital delivering her baby.

Monday's murder in Violetville was reportedly allegedly committed by one Dennis Freeman, who killed his estranged wife's girlfriend's new boyfriend, husband, Stephan Burley.* Freeman had previously faced drug-distribution charges, Burley had domestic-violence charges of his own (which were dropped). Cham informs me that Freeman is wearing a Tyvek® suit given to arrestees whose clothes are soiled with, say, the blood of someone they'd stabbed to death, and not a hoodie from Rei Kawakubo for Comme Des Garcons' 2012 spring collection.
Three rough-looking women, Alexis Chandler, 19, Ashley Fitz, 22 and Czekiah Fludd, 24, were arrested in the county and charged with robbing a bank in Essex.

Because of the Republican government shutdown, the fates of countless perverts, scam artists and gun-toting drug dealers will go unknown and unmocked by me. Sigh! According to the Department of Justice contingency plan, federal criminal cases are business as usual, federal civil cases are to be postponed until the fudgetards in the House pass a budget, unless the cases involve "the safety of human life or the protection of property." Freedom Of Information Act (FOIA) requests are also not being processed as usual. Oh, and thanks to the sequester, the FBI can't pay informants or put gas in investigator's cars.

No good deed etc etc

#70: unnamed man, 1200 block of Walters Ave,* not too far from where the Feds seized guns last Thursday, coincidentally or not. And two more shootings and a stabbing in the past day.

No shirt, shortlock: inmates push corrections officers' boundaries;* O'Malley's never cared about prison reform.*

Remember that badass deputy in HarfCo, Christopher Behles, who got into a fender-bender, then was dragged by a car when the suspect, William Harvey V, tried to flee? Well, he's now facing reckless endangerment charges, because no good deed etc etc.

O'Malley's fixing to sign that BS medical marijuana bill, the one that gives all the green to "Academic Medical Centers" and does nothing about the issue of 1% of the city's population getting arrested for pot possession every year.

Trial might actually start Monday for Markell Shelton Jones, who at the age of 17 was caught on tape murdering Freddie Jones Jr. (no relation) at the Yau Bros. carryout at 29th & Greenmount, was turned in by his parents and confessed. In 2010, 72-year-old Charles Bowman was also murdered at the Yau Bros in a robbery that netted his killers $13, and two people were killed there in 2009.*

Pickled egg time


Expected more local-news fanfare regarding the final passage of the gun bill on the TV news last night, but perhaps because of the late hour* of the final vote yesterday, local news has been pretty quiet. WBAL didn't get around to posting a story until almost 11 a.m. today-- "live, local, latebreaking" indeed-- and passage of a similar bill in Connecticut filled yesterday's gun-news hole. But they've noticed in Seattle, and according to the AP's Brian Witte, the Senate will begin reconciliation this morning (thanks, Brian Witte, MD reporter not published in MD).

Police are asking for the public's help solving a cold case from 1983, Samuel Williams, who was shot in the 4000 block of Wabash Ave by the train tracks.

At a York Rd Partnership meeting, Batts blamed the spike of homicides in the Northern on "micro rivalries" between the Tree Top Pirus and Black Guerilla Family members.

Two people were robbed outside the McDonald's at 29th and Greenmount.

Police are ISO two guys who shot a man in the arm with a semiautomatic handgun on O'Donnell Street over on the East side. But how do they know the men's exact ages?

Holy Saturday / Sunday Twerking

Three people were shot overnight last night, on Harlem Ave, 29th and O'Donnell Sts., and the homicide count is up to 49.


...must be said, Khiry Marquis Jowers had a lot of arrests for someone only 21 (assault, possession, forged prescriptions).

It passed the House on Friday, but the gun bill will have to wait til Tuesday to go the Senate, tomorrow they're busy voting on possibly designating the soft-shell crab sandwich as the official state sandwich while simultaneously celebrating the 7th day of Passover.

Daily Howler: Baltimoreans say the darndest things, by whom they mean Dr. Ben Carson, who's been reciting Maggie Gallagher's verbiage verboten on TV: "no group of individuals, whoever they are, whatever their belief systems, gets to change traditional definitions." Inshizzle, my herp derp.

And here's one of the craziest stories of all time: a guy moved out of his house to sell it, and a squatter named Lakisha Fillyaw moved in, won't leave, and talked to the I-Team.

Lies, sit-ups and refreshments

A cop in a federal drug case was caught lying, and Jayne Miller is wondering why lying cops are still working cases.

Today in Dr. Levy news, lawyers are demanding to know why his pen-camera wasn't discovered earlier,* and say previous patients stopped seeing him because of a lack of a "chaperone" in the room. FHBIII has now been called back from retirement to help on the case. (non-Sun link) ... if you're looking for a good ladydoctor, I can't say enough nice things about this practice.

A total of 12 officers have now been charged by the feds in the case of the beating of Kenneth Davis at Roxbury.

That gun-control bill is going up for a vote in the Senate today.

City officials are working out a deal to hold Brekford, the vendor of the new speed cameras, accountable for mistakes, but won't tell anyone just how they'll be doing that.


Whistleleaker Bradley Manning is set to give a statement today on why he passed info along to Wikileaks.


So the officer candidate who was shot in the head has been named, and he's 43. They take 40-somethings? Really? I guess they do. Searching around the only requirements appear to be that you're at least 20 and meet some rather underwhelming physical requirements (29 sit-ups in a minute? Sheeit, I hope so!)

On Friday March 1st the Northern District will be hosting a community ride-along and open house. Participants will be paired with an officer and will patrol with them for several hours of their shift. Afterward refreshments will be served and participants will have the option to attend several presentations and a station house tour.

Those wishing to participate in the ride along are requested to be at the Northern District Station between 2:00pm and 2:20pm . Street life, corporate life, life sentences

"Urban terrorist"/Grand Am driving career stick-up brothers Evan and Christopher Foreman started out robbing drug dealers and illegal immigrants, likely mentored in the robbing arts by brothers Michael, 45, and Brian, 39. The fraternal team went on to stage some very thought-out robberies of check-cashing stores, cash-for-gold stores and banks. Evan was sentenced to 24 years and 6 months* in the federal system, Michael got 12 years, Brian 4 1/4 years.
  For his part, Judge James Brednar called Christopher Foreman "depraved," and quipped, "you don't dip your toe in the water of bank robbery."
  "I don't think the court knows the street life," remarked his mother Darraux Horton, 59, who started her parenting career at age 14.

One Marcus Troy Evans, left, was arrested for a Christmas-day beating of a gay man on North Milton Avenue. Apparently Evans was arrested two days after the beating on drug charges but was released on bail six days ago, in spite of the new drug charges, recent domestic violence charges and a rap sheet that includes numerous assaults, gun charges and burglaries. What dingdong of a judge made that call, I wonder? His trial will be at 8:30 a.m. on Jan 29th at 1400 N. Avenue room 3. As an aside, I see Evans' bail bondsman was Lee Dixon was an agent for Milton Tillman's Four Aces bail bonds. Now that Tillman and son are in the federal pen I see Lee Dixon's working for what's been renamed* as Global Surety and Services, but is still a subsidiary of FCS of Houston, TX. It looks like they're hiring new "agents" if you're ISO a career change. It sounds like it's pretty much like being an insurance agent, only your client is the court and gay-bashing, drug-dealing burglars are your beachfront real estate.

Speaking of gay-bashing, outspoken homohater Don Dwyer says he "sought help" following the wreck of The Legislator; he's attended AA meetings and an alcohol intervention class (like, the same class every person arrested on alcohol-related charges has to go to?).  Happiest of all, he also says he's not planning to run for re-election.

Fenton leafs through the Dead Man Inc. corporate handbook* following an evening trailing the police and a BPD-TV camera crew en route to a shooting on Mannasota Avenue, where victims were transported to the hospital by "private car." (Meaning someone didn't want to wait for the ambalance and drove them to the hospital?)

One man turned himself in and two more were arrested* on charges related to a Thanksgiving road rage incident in Owings Mills.

Creepy and creepier

Two female corpses were found over the weekend. The badly decomposed body of a 41-year-old woman was found at the Wyman House in the 100 block of West 29th street, and the man in the apartment with her body was taken into custody. And a 60-year-old woman found on West 20th street.

A 21-year-old man was shot in the face in Park Heights.

Hopkins hospital has begun contacting patients who may have been infected with Hepatitis C by creepy lab tech David Kwiatkowski. Says a statement from the hospital, "Johns Hopkins is in the process of contacting these patients and offering them free testing for hepatitis C." So generous!

In Remington a man was robbed at gunpoint of a leather bag, $50 and some empty prescription bottles

A man was arrested for stealing two beers from the Kent House on York Rd and is being held on $50,000 bond.

Burglars in Pikesville did $200 worth of damage to two pool chairs. Also, if your pool chairs cost $100 each, you're a wiener.

Fishy, fishy.. SRB's office won't turn over emails and other records from former IT Chief Rico Singleton*. According to allegations, Singleton's ethical lapses at his previous job in New York cost the city $1.5 million.

A reader from Colombia took issue with Al Jazeera's assertion that Baltimore is "more deadly than Bogotá," but actually Al Jazeera is correct, at least when it comes to official numbers. Bogotá's homicide rate is 21 per 100,000 people, Baltimore's is 34.8. Of course we don't have vigilante groups that round up poor people and kill them (and I seriously doubt the official rate includes these limpiezas).

101

These last few weeks, homicides have been fewer and farther between, but not entirely non-existent. Homicide vic #101 is an as-of-yet unidentified male, shot to death in the 1000 block of Central Ave., perhaps by someone in a black Lexus.

Finding information on city shootings is not an easy task, but Sun reporter Justin Fenton came across info on two shootings from earlier in the year. According to wiretaps in an unrelated drug case, on March 29th in the 900 block of Valley St. Brandon "Horse" Branch took a slug to the face; this attempted murder led to the retaliatory killing of 59-year-old Chauncey Hard, shot dead in the 900 block of E. Valley St., a case of classic Baltimore shootings, retaliation upon retaliation.*

I'm at a loss... A 14-year-old, yes, 14-year-old, has been charged as an adult with first-degree rape. Carnell Spencer III, born in 1998, is facing adult charges for Rape and Assault related to a June 18th sexual assault. The apple doesn't fall far from the tree, apparently, as his father, Carnell H. Spencer Jr. is a convicted sex offender, currently serving a 12-year-bid related to an attempted murder and arson. Remember to sign in to the Case Search first before clicking the link.

A woman stopped at a light in the 2400 block of West Northern Parkway was carjacked last Wednesday.

The most recent Baltimore Guide's crime blotter, this one focusing on the South, includes an assault with a cigarette, an over-the-phone robbery, and stolen groceries.

Bealefeld's taking an Appalachian hike to help ease his mind after years of urban crime fighting.

A shotgun-wielding crook robbed the RoFo located in the 1000 block of West 41st St. 

It's been a bad week to work at Royal Farms. Two young men from North Baltimore robbed a Towson branch of Royal Farms located on Falls Rd. Charged with robbery and related offenses are 19-year-olds Thomas James Busard and Michael Robert Blevins.

And what happens when you commit robberies? You get sent to the Federal Pen, at least, occasionally. At least, that was the case for Matthew "Bro Gene" Talley, 46, sentenced to 12 years in the federal pen for imprisoning some employees during the robbery of an electronics store. Also given a 12-year-sentence was George Jordan, 50. Jordan got his dozen for robbing a Wachovia bank back in 2009.

Man shot at 29th & Calvert

A man was shot in the head at Calvert and 29th streets in Charles Village at 11 p.m. last night. UPDATE: he was ID'd as Brandon Hudson, 22*, shot while sitting on a couch in the first floor of an apartment.

and Police Tweet, "Triple Shooting, 1800 Blk Maryland Ave (Central District), 12:58am, adult males shot."

Fenton Tweets that 1992 shooting victim Ronald Watkins had been hanging out at Odell's nightclub. (Remember Odell's? That place was awesome). Apparently this story was written just two weeks before Watkins' shooting-- the armed guards must have not done much good. The club was owned by Milton Tillman, Jr., of bail bonds fame, and defended by his lawyer, Elijah Cummings. Heh heh, Doo Doo Brown.

Ten years for an Edgewood cocaine dealer, whose slang term for crack was "the Jolly Rancher."

Bath Salts, BGF, And More...

Christopher McMillion, 23, has been identified as the man shot to death at the 1500 Block of East 29th St. He is victim number 163 this year.

Gone are the days of legal relaxed bathing, as the Maryland Department of Health and Mental Hygiene has made an emergency ban on bath salts.

An arrest has been made in a previously unreported police impersonation robbery. 35-year-old Ioannis Vasilios Skordalos has been charged with armed robbery and a variety of other charges for impersonating an FBI agent during the robbery. Apparently this isn't the first time Mr. Skordalos has been charged with impersonating a police officer during a robbery, as he was charged with just that in 2004.

Stabbing in a Westminster Regal Cinemas parking lot leads to the arrest of Michael Fisher, 19.

FDA chemist Cheng Yi Liang, 57, has plead guilty to a variety of charges related to a $3.7 million insider trading scam.

10 well earned years in Federal prison for convicted sex offender and child porn aficionado Vincent Eugene Koerner, 47.


Federal terms for a BGF leader and one of his co-conspirators. BGF leader Ray "Uncle Ray" Olivis, 57, (Left) was sentenced to 11 years after admitting to leading the prison turned street gang. 27-year-old Erik Ushry (Right) plead guilty to several drug charges and received a 57 month sentence.

    Shooty weekend continues

    Four Five murders this weekend so far:Also three more six more shootings, and then there's the mighty "suspicious" 42-year-old woman's body found wrapped in plastic in the 1800 block of E. 29th St. UPDATE: Fox reports that this death has been ruled a homicide, and the victim was Karen Ferrell, 42

    .. and in York, PA, Baltimorean and twice-convicted murderer Kevin Mattison was sentenced to death for the December 2008 murder of Christian Agosto. Mattison just got out of jail in June after serving less than two years for 1st-degree rape, assault, sex and weapons offenses, and is due in back in a Baltimore court in February on burglary charges.

    Weekend of November 15th an 16th in the vicinity of 27th  or 28th and Guilford.  Driver is home safe, neighbor witnessed incident and called police.  No further information available at this time.

    9:07pm on the 1st of November 2008
    2600 block of Greenmount Avenue
    Police recieved a call for a cutting at 2700 Greenmount Avenue.  Upon arrival the Police Officer found a blood trail in the 2600 block that headed north.  Officers located the victim in the 700 block of East 30th street bleeding from the abdomen.  The victim was uncooperative and gave no information.  Victim was transported to the hospital by Baltimore City medics.

    During an argument the suspect choked the victim and threatened to kill her.  A warrant was obtained for the suspect. 
     
    1:45am on the 6th of November 2008
    3400 block of Greenmount Avenue
    Victim and suspect (boyfriend) were arguing when suspect struck the victim multiple times.  Victim tried to flee into a store but suspect chased her into the store and pulled out a knife on the victim.  Victim retrieved a pair of sissors {sic} in the business to defend herself.  Suspect then fled the store.  Responding Officers located the suspect and arrested him.

    Victim was riding his bike in the parking lot when the suspects began a conversation with him.  The suspects told the victim to get off his bike.  One suspect produced a handgun and the listed property was taken.  Suspects then fled southbound.

    Unit block of East 21st Street
    Victims were seated in a vehicle when two suspects approached, one displaying a handgun.  Suspects then robbed the victims of the listed property and fled with the same on foot, northbound on Charles Street.

    10:15pm on the 9th of November 2008
    2300 block of North Calvert Street
    Victim got out of his car when the suspects approached displaying a handgun. They said they were the police and they wanted him to look at some photos.  Suspects then make the victim go into his house where they robbed him.  Suspects then forced the victim to drive into the North East district to go to the victims mothers house.  Suspects released the victim on Erdman Ave.

    Victim was walking and passed by the suspects.  Suspect 1 said "don't go up the steps" and then said "give me your money".  The victim complied.  Suspect 1 then displayed a handgun and grabbed the victims cell phone before fleeing the scene.  It appears as if there was another incident on the 11th involving the same suspects, but the description is cut off.  The case is listed as closed and suspects may have been arrested on the 11th in relation to this robbery.

    Suspect entered the store, pointed a hand gun at one employee, and said to another employee, "Give me the money.  Open the drawer or I will shoot him." The second employee then opened the register and the suspect walked around the counter, removed cash, and fled through the front door.  No injuries during the incident.

    Employee was locking the front door when the suspect exited a green van and approached her.  The suspect placed a knife to her throat and told her to go back into the store.  The suspect removed currency from the safe, told the employee to go into the refrigerator, and then fled.

    Suspects entered the store and pushed the store owner stating "where the money at." while displaying a handgun.  Suspects then took the listed property, duct taped the store owner, and then fled.

    Suspect entered the store and displayed a handgun and stated "give me all the money".  Store employee complied giving listed property to the suspect.  Suspect then fled on foot eastbound on 33rd.

    Suspect entered the store and asked the employee to retrieve a purse that hung on the wall.  While the employee was doing so he pulled out a handgun and stated "Give me the money".  After the suspect was given the property, he stated "Don't come to the window, I'll shoot you."  Then the suspect fled on foot.

     On Campus
     
     Theft – Wyman Building, 2nd floor Pediatrics – Between Oct. 24th at 12:00 PM and Nov. 3rd at 11:58 AM, a partial amount of currency was taken from an envelope in a locked office file cabinet.  No sign of forced entry to the office or the cabinet.  Also, between Oct. 27th at 12:00 PM and Oct. 29th at 12:00 PM, three peak flow plastic asthma devices were taken from the clinical area.  Investigation continuing.
     
    Vandalism to Vehicle – Fresh Food Café Loading Dock – On Nov. 9th between 7:00 PM and 10:00 PM, two tires were slashed on a parked car belonging to a food services employee.  Baltimore Police responded.  Investigation continuing.
     
    Off Campus
     
     UPDATE - SUSPECT ARRESTED - Armed Robberies – 200 Blk. E. 28th St. and 2600 Guilford Avenue – Oct. 24th at 10:01 PM.  On November 3rd 2008 Baltimore Police arrested a suspect in the aforementioned robberies.  One of the victim’s cell phone was recovered.  Investigation continuing.
     
    Disorderly Conduct - 15 arrests – E. 33rd & St. Paul Sts. – On Nov. 5th at 12:48 AM, a group of approximately 500 people gathered to celebrate the Presidential election results.  After numerous attempts to disperse the crowd, Baltimore Police arrested a faculty member, five students and nine non-affiliates.  No injuries.
     
    Theft – Evergreen House Grounds, 4545 N. Charles St. – Between Nov. 5th at 4:00 PM and Nov. 7th at 10:00 AM, three propane tent heaters were taken from an unattended tent on the north side of the carriage house.  Baltimore Police responded.  Investigation continuing.
     
     
    November 10, 2008 – November 17, 2008
     
     On Campus
     
     Unauthorized J-card use – MSE Library – Nov. 17th at 2:00 AM, an unknown male attempted to use a female student’s J-Card to enter the library.  The card was confiscated by a library guard at which point the male fled the building.  Campus Officers and off-duty Baltimore Police officers working for JHU searched the area with negative results.  Investigation continuing.
     
    CCTV Observation / Trespasser – Athletic Center, Front Bike Rack – On Nov. 15th at 12:19 AM, Campus Officers and off-duty Baltimore Police working for JHU identified a non-affiliated male tampering with of a crate attached to a bike.  The male was identified, issued a trespass warning and escorted from the area.  Nothing damaged, nothing taken.
     
    Off Campus
     
    Armed Commercial Robbery – Subway, 3233 St. Paul Street – On Nov. 11th at 6:03 AM, an unknown male entered the establishment, produced a black handgun and demanded money.  The cashier gave the suspect the contents of the cash register who then fled the store via a side door.  The suspect was last seen running east in the 100 block of E. 33rd Street.  Baltimore Police responded.  The area was searched with negative results.  See Security Bulletin FA-5 at www.jhu.edu/~security.
     
    Common Assault – Outside University Market, 3200 Blk. St. Paul St. – On Nov. 10th at 10:15 AM, as an undergraduate student exited the store and declined a panhandler’s request for some money, the panhandler grabbed the student’s vest and touched her inappropriately. Campus Officers, Baltimore Police and an off-duty Baltimore Police officer working for JHU responded and searched the area with negative results.  Investigation continuing.
     
    CCTV Observation / Trespasser – Bunting-Meyerhoff Interfaith Center – On Nov. 13th at 4:32 AM, a non-affiliated, homeless male loitering by the bus stop was issued a trespass warning by Campus Officers and off-duty Baltimore Police working for JHU.
     
    UPDATE - SUSPECT ARRESTED - Assault – E. 33rd and St. Paul Streets – Nov. 10th at 10:15 AM.  On November 13th 2008 Baltimore Police arrested and charged a suspect in the aforementioned assault.  Investigation continuing.
     
    ARREST – Unarmed Robbery – 32nd & St. Paul Sts. – On Nov. 16th at 7:20 PM, Baltimore Police arrested three non-affiliated juvenile males who robbed a senior undergraduate of money after one of the juveniles claimed to have a gun.  No injuries. The three suspects were subsequently arrested in the 3300 block Barclay Street after being positively identified.  Money and a plastic toy gun were confiscated from the suspects.  The juveniles were also charged with a robbery of a non-affiliate that occurred at 34th & Calvert Streets at approximately 7:30 p.m.
     
    Emergency Commitment – Disorderly Conduct – 100 Blk. W. 29th St. – On Nov. 14th at 7:10 AM, Baltimore Police arrested a non-affiliated male with his pants down to his ankles who was armed with a knife and yelling at passing vehicles.  The male was taken by ambulance to Union Memorial Hospital for psychiatric evaluation.
