Back to this story. Is "abated by arrest" a legal outcome for an incident? Either a citation is issued on the spot, like a ticket, or someone's arrested and the a verdict is settled by the court. It can't be legal that an individual police officer could decide the sentence for "loitering" is subjecting someone to a body-cavity search and 24 hours in jail, can it?
