Miller, Taylor and others were arguing over Bloods graffiti located on the wall of a corner store in the neighborhood. Taylor, who was wearing red, left the scene. He returned with a gun, having changed his clothing to black. Miller remained at the scene in an attempt to break up the argument over the graffiti. Taylor hid behind some bushes, stood up, and fatally shot Miller and seriously wounded another.

I posted some comments about this school incident on my blog, buzoncrime.
I was kinda amused that I heard on the noon news today that city police marked the call for the man with the rifle as "unfounded". Who knows, maybe they couldn't find him. On the other hand, if he didn't fire any shots or point it at anybody, any charges placed would have probably been dropped. Crazy, stupid judgment, in any case.

yea you pretty much have different levels of hell throught out the city...i actually get a kick out of watchin "roaming zombies" also know has addicts strolling around...they always have 1 out 2 walking styles...1) the slow semi fucked up or shady walk..2) the fast paced walk when they have the money for their fix...the funniest was some guy by my girlfriends grandmothers house in park heights...the guy was standing in the street posing as if he was on a crucifix...the funny part was that an hour later he was still there in the same position lol
And I have just learned that Baltimore Substance Abuse Systems is reducing the number of outpatient treatment slots during the next cycle of funding. And they are requiring all treatment providers to submit to an entirely new proposal by May 1st, requiring endless hours for program directors to fine-tune their proposals when they should be managing their programs. And, get this, they are implementing all these new requirements while they are searching for their top 2 executives to implement the new program!
Of course, BSAS is headquartered in the swank tower at 1 N. Charles Street. Who woulda thunk!?

The minor population in any birth year is under 10,000.
Under a third of those graduate.
So, in terms of education as a project, each successful graduate costs us $400,000.
And teachers are being pummeled?
Close those schools down. The output is not worth $400,000. Not nearly. That's like the $126 hammer.

you want something scary to think about...everytime i step foot outside my house i have atleast a 65-75% chance of walking on the same side of the street as 5-10 oncoming teens...now...think about this..everytime i pass a roaming group of kids i risk getting robbed, shot,stabbed,cut and beat...now keep in mind that about 70% of times i am out my house i have a chance of encountering these "crews"...so do the math and tell me how dangerous things are in our lovely american town...i love the billions spent on "homeland security"....the sad,sad,sad/depressing truth is that we arent safe at ALL!!! you can get shot and shooter will be long gone before anyone even calls 911..let alone when they actually arrive...so what do we do? might be time for a lil john wayne action

I saw the footage of the guy with the rifle on WJZ's 6PM newscast, and I would take issue with the "unfounded" He was real alright, although I grant I can only say the rifle looked real. But I was wondering ever since what happened with that and so I came here to see if anything had.
It's a really pitiful commentary on the quality of local news when I find myself searching the local crime blog concerning reports of a man with a rifle across the street from a school...and actually getting at least a little information about what went on with that...

If caught with a handgun without concealed carry permit, the penalties depend upon where and how, but range from:
(i) except as provided in item (ii) of this paragraph, the person is subject to imprisonment for not less than 30 days and not exceeding 3 years or a fine of not less than $250 and not exceeding $2,500 or both;
to:
B. if the person violates subsection (a)(1)(iv) of this section (brandishing with intent to injure a person), the person is subject to imprisonment for not less than 5 years and not exceeding 10 years.
These assume you are NOT a repeat gun offender or violent felon, that you were nowhere near a school, and that your 'conflict party' was not any sort of officer.
Further, if you are 'demographically challenged', you gon' be in trouble before a Baltimore City jury.
In theory, you're imagining that no one knows you have it unless your life was endangered, which would make the penalty kinda irrelevant. In theory.
In practice, you could get Terry-stopped and wind up some hoodlum's prison bitch without having been in real danger.
It's probably better to find a better place to live than to risk it.
My two cents, from someone who's been before the Court on such (false) charges. Being right does't make you safe in Baltimore City.

In real life that means they can search you for weapons for any reason at all. A friend of mine is a DC cop, and he told me that if you get pulled over & you reach for your registration before he asks you for it that in itself is reasonable suspicion to search you & your car for weapons.

There's a difference between a search and a pat, I learned. (The "Cop in the Hood" book is very educational). Terry stop= above-the-clothes frisk for weapons.
For a search they need probable cause (to warrant a prudent person's belief that the wanted individual had committed a crime). But a Terry stop could reveal a bump that could potentially be a weapon, which would therefore = probable cause.
I don't think your DC friend's take on probable cause would hold up in court, but I wouldn't know, what do you think Buz?

in a perfect world a cop would search me and find the firearm and find that its regiestered and understand that the area is dangerous and i had a good reason to protect myself...but then again things arent perfect in bmore now are they?

He never said that it was probable cause, just reasonable suspicion. I may have misspoken about the searching your car bit, although I'm pretty sure he said that would be included in what he could check.
Oh, it also occurred to me that if they're searching someone on parole/probation it may not matter if what they find would hold up in "regular" court. I'm not sure what the rules are about what's admissible at a parole violation hearing, but I know they're less strict than at a trial.
