It's not simply that hoodlums and their associates have access to local politicians. It's also the fact that there appears to be no concept of social sanction here.

In a decent place, even if the Deputy Mayor had received a contribution from a suspected hoodlum, such contributor would find that he is unwelcome on the PTO Board, at the Junior League Ball, or at his local merchants' association. He would politely be informed that 'that connection just wouldn't look right'.

But in Baltimore, nothing looks right... and is still allowed to go on. No one here even pretends to be in the right any more.

Look at how Dixon addressed Sistergate: "I don't wish to discuss that at this time."

And she got away with it. Because B'more is so full of criminals, their girlfriends, mothers, and sisters. Here, the bigger the hoodlum, the more he adds to your stature by association, because this is not basically a population of law-abiders.

The Criminal City.
And Monumentally so.
