Seeing as how endless bickering over the death penalty has become a yearly tradition in this state, here's my suggestion on how to end it. Put a referendum before the voters and include a provision that whichever way the referendum goes the losing side may not try to alter the law for the next ten years. If the repeal fails then no more repeal bills until 2019, and if it passes then no one is allowed to try to reintroduce the DP until that same date. Also place a ban on any state funds being spend on more studies, commissions, etc, unless the sole purpose of those commissions is to determine how to shorten the appeals process.
