Abduction, homeless issues

Another possible fatal abduction in Baltimore.

City council wants to expempt the homeless from steeper fines for urinating in an alley, constitutional questions abound.

A urniation exemption for the homeless? A nusiance bill designed to raise revenue only for people "who can pay the fine?" Is this really what the council is spending it's time on? Why not just enforce the jay walking ordinance for an afternoon and achieve the same goal. And, of course, exempt stupid people that aren't afraid getting hit by cars.

The city should stop giving money to "community" groups and maybe they could get into the black. Pun intended.
