If it wasn't for Governor Martin O'Malley, when he was Mayor, Baltimore City would be $870,000 richer and not likely to be exposed to further liability for civil rights violations due to the, then, Mayor O'Malley's, policy of illegal arrest perpetrated on 750,000 Baltimoreans over the span of a decade, and residual effects which are still present to this day.
