the homeless population down there is out of control thanks to the "temporary shelter" that Sheila put right outside city hall and the courthouses. they gather, sleep, eat, urinate and defecate in front of city hall...oh and fight and sell/do drugs. finally saw a patrol officer get out and address some in the park the other day. there is actually a man who bathes and shaves at the fountain!
