Policing the police

The city's Civilian Review Board investigated but didn't want to talk about a whole bunch of complaints against city officers.

they have no power to subpoena, enforce or do anything, right? why should we care?

What does it take to become a member of the Civilian Review Board? Does it pay? I'm a civilian.

I have no idea. I, too, am a civilian who enjoys reviewing things. Given that they have no power do to anything but look at the documents you're given and be horrified, it's probably an exercise in feeling impotent, though.
