Lamentations were uttered, but it never made national news, I don't think. What I wonder: how do they know that these babies are all Bulldog's?

Regarding your question about how they can polygraph guards at the Baltimore Jail, the answer is that Md. Code, Lab. & Empl. § 3-702, the statute that prohibits employers from using polygraphs, has an exception for corrections officers in subsection (b) (among other groups excepted, like law enforcement officers).
