Merely advisory

Two murders yesterday, of 34-year-old Dwing Robinson Webbs and 40-year-old Natasha Elizabeth Bates, bring the city homicide total for 2013 to 124. And the city is paying for two federal prosecutors, how does that work?

Did you hear the one about the 13 murderers* released in MD after the Court of Appeals ruled it's illegal for a judge to tell jurors that his instructions are "merely advisory" and not legally binding? Now the 13 murderers are getting set free, but, irony alert, the six-time escape artist who brought the case will stay in jail.

Not much we can do about the ones already indoctrinated but hope they come to their senses. But to thwart future memberships, we need to engage and educate children in neighborhoods exposed to the gangs from pre-school on. More emphasis on social education/social integration programs along with pre-and after school activities. This is the only way to eventually stop these gangs. For the present members, it may be too late for most.

That's the thing, police have to work actively in partnership with the community. The jailers couldn't control the jail without the cooperation of the gangsters to control their members. I suspect that when the big bust at the jail came down it caused a reshuffling, and that meant promotion opportunities for the gang members, so rival for leadership and potential threats/snitches made up a large part of who was getting shot in the past couple of weeks.
But just a theory.
