Readers: Please consider the following article in an academic journal, Justice Quarterly, concerning the manner in which the (arguably) inadequate police manpower of the City of Baltimore is utilized.

Pay particular attention to the very last paragraph before Acknowledgements. It suggests persuasively that while authorized manpower could possibly get the J-O-B done if optimally deployed, that is not happening here. In the absence of efficiency-enhancing (yeah, right, in Baltimore ?) institutional change, GET MORE COPS.
