The city seems to be in no hurry to release details on how millions in Pimilico's racing impact fees has been spent.

That's because most of it is supposed to go to police overtime, but they just screw the police by moving their days off to a Monday. Then they pocket the money Pimlico paid them for the OT. They do the same swindle to the stadium authority be detailing cops to games instead of paying the OT they are reimbursed for. They pocket that money too. Slugs.
