Baltimore city has doled out $900k in police settlements this year, including $150k to the family of a disabled man shot through a car window, $20k for a police horse that bit a disabled girl, and $60k to a man who was given a body-cavity search by the side of the road for having an obscured license plate.

Apparently Psychology Consultants, the psych firm was paid $730,000 by the city for 15-minute sanity evaluations for cops and firefighters, was busted by their own whistleblower therapist.* 

Judge Nance let an accused killer go free* in May because he thought the accused's lawyer was acting "like a mother hen"* and that the jury was unfavorable to the defense based on said jury's facial expressions. Yep, that's the "legal reason." Today's new word: "sua sponte"
Should you have forgotten why Nance is despicable - "he's been the subject of judicial investigations three times because of his "demeaning" treatment of female jurors,* ("During one jury selection, court transcripts show, he told a single woman "to stand up and let us see [you]. ... There may be a single guy out there.") had a woman handcuffed for saying "I love you," and unconstitutionally issued a gag order to Van Smith because he was a potential juror."

Blagh! Blargh! Blergh! Bleck! New details are emerging about the deceased pervy Hopkins gynecologist Dr. Nikita Levy, and gird ya loins girlfriends, because they are foul. The Sun is reporting that he used a hidden spy camera inside a pen* (like this one) and multiple other recording devices planted around the room. WJZ is strongly suggesting in a weasel-words sort of way that he posted the recordings to the Internet, and that some videos were of underage girls. "Investigators have growing concerns and are checking to see if Dr. Levy may have recorded underage patients ... WJZ has learned gynecology fetish porn is all over the Internet." I'll just take your word for that, there, Mike Schuh. The Deuce reports one mom saved her daughter when her perv alarm went off: "That's a little weird, never seen a doctor so eager." Can Hopkins be held liable for his actions? Considering he had more than 1000 patients, local attorneys are salivating at the possibility and are eager to give press quotes to anyone who'll listen.  (I wonder how he was found out. Did someone borrow his pen?)

Remember when a 13-year-old girl was dragged into a vacant house and raped on N. Caroline Street? Her attacker, Alvin Ray Wright Sr., was convicted based on DNA evidence and faces life in prison,* WBAL reports six life terms.  Which probably means he'll get 15 years, amirite? We'll find out May 15.

Out in Frederick County, WTF and outrage after a man with Down syndrome died while police tried to remove him from a movie theater.

Down in Germantown anti-family-planning protestors are making hay after a 29-year-old woman died from a late-term abortion early this month. The deceased was a Catholic and her child was apparently much wanted, but found to have serious abnormalities. How activists got her name, photos and personal medical information is a mystery.

One Jason Hamel was convicted of murder for killing Keyva Bluitt over a drug deal gone bad in Federal Hill; Bluitt sold Hamel a $5,000 t-shirt.

Margaret Ellen Jones of Parkville pleaded guilty to charges of producing child pornography, she and her BDSM partner, John Andrew Blaes, met a 15-year-old from North Carolina online, took explicit pictures, distributed them, and are now facing 15 to 30 years. Six in 10 of the DOJ's press releases so far this month have to do with sexually exploited minors.

A man caught trespassing at North County High School in Glen Burnie was arrested after he was found to have a shit ton of guns in his house, including an AK-47 and an Uzi. Katie Ann Hadel
One Jeffrey Shiflett (DOB 5/1979) was arrested for the murder in Garrison of 33-year-old mom Katie Ann Hadel. Police spokesperson: "We don't believe there's any current romantic relationship between the victim and suspect at this time. However, we do know they are acquaintances from several years ago." Shiflett was charged in the past with robbery, assault and making harassing phone calls. UPDATE: Kevin Rector reports that Hadel committed the robbery with Shiflett, and then testified against him, Hadel had a protection order out against him and was told by police not to go home but did.* Oddly, Hadel also has at least three different Facebook profiles.

Duane "Shorty" Davis and his toilets have returned to Towson.

Also in the county, the police union is suing the chief for using police pension funds to improve the county recycling center. Speaking of pensions, why are certain media outlets just now starting to freak out about how the city can't afford the ones it's committed to? I thought this was old news and common knowledge? Oh well, better late than never.

Boy Scouts Uphold Traditional Values

From the law firm in Portland that uncovered them, the Boy Scouts' "Perversion Files" from Maryland 1965-1985, including media clips and sordid reports, and also a collection of stories about more recent cases (some links are expired, but you can search the alleged perp's name to find out more). The firm estimates that 6,000- 24,000 boys have been sexually abused as Scouts. And apparently more recent Perversion Files are TK in the near future.

The Office of the State's Attorney for Baltimore City has charged Baltimore City police officers Sgt. Marinos N. Gialamas and Officer Anthony Williams Thursday with second-degree assault for allegedly assailing a man in police custody on Oct. 27, 2011, the SAO also charged Gialamas, 40, with three counts of misconduct and Williams, 37, with a single count of obstructing and hindering an investigation. ... Officials said Gialamas and Williams allegedly assaulted the man in an East Baltimore home after he attempted to flee from officers who observed him engaged in suspected drug activity.

35 Years for Murder of Ofc. Perry Brooks

Judge John Howard sentenced Brandon Wall, 22, of the 2000 block of Hillenwood Road to life in prison suspending all but 35 years today for the first-degree murder of Correctional Officer Perry Brooks. Wall pled guilty November 14, 2008 to felony first-degree murder, use of a handgun in the commission of a crime of violence and robbery deadly weapon. Under terms of the plea agreement, Wall faced a maximum of life suspend all but 35 years.

The State requested life in prison suspend all but 35 years. Assistant State’s Attorney Cynthia Banks advised the court that on May 25, 2007 at approximately 2:30AM Officer Brooks was parking his car in the rear of the 1900 block of Hillenwood Road. Brandon Wall approached Officer Brooks while in his car with the intention to rob. Wall produced a handgun and fatally shot Officer Brooks. Investigators recovered 9mm shell casings from the scene. Those shell casings matched casings found at the robbery scene of a Morgan State University professor a few weeks earlier at Hillen and Hartsdale Roads. The professor reported on May 10, 2007 at approximately 9:30PM while walking to his car a male matching the description of Brandon Wall approached him and announced a robbery. The professor attempted to get to his car and was shot in the right side of his abdomen. He later identified Wall in a photographic array. After his arrest, Wall confessed to the robbery and murder and attempted to minimize his involvement and implicate other unknown persons. No other suspects were arrested.

The family of Lieut. Brooks was present for the sentencing and his daughter gave a victim impact statement. She described her father as the backbone of the family saying life without him has been a struggle. A childhood friend also submitted a written impact statement outlining the heavy heart and empty feeling he has since his friend’s death.

Assistant State’s Attorney Cynthia Banks of the Homicide Division prosecuted this case.

The two Sudbrook Middle School wannabe-bomber girls are being detained until their trials start. The order came despite compelling statements by their attorneys like, "As you can see, this child is not a danger to anyone."

Ernest Harris Jr. was found not guilty for the 1984 murder of his neighbor, Arden Shirley Epps. The defense claims there were multiple leads that the police failed to pursue, including witness testimony and a person being caught with a gun that belonged to the victim.

A jury rejected Marshall Adams' self-defense claim and convicted him of first-degree murder, despite Adams' claim that he "only stabbed {Leo Morris) seven times."

Coke dealer Nigel Humphrey John Baptiste was sentenced to 25 years yesterday.

"Career criminal" Timothy Dwight Cornwell got 15.5 years for possession of a gun, which he tried to hide in a house's mail slot.

Snow cone stand sex offender Kenneth Barnes was arrested yesterday at his home.

Lots of women were fighting each other this week.

Antonio Moore may have been caught, but Michael Francis and Sierra Anderson are still missing.

A 13-year-old girl was shot in the stomach as she watched a fight on the street in the Western. (Also in the same link, someone started a fire at Moravia Park Elementary School, and Charles Bernard Carder got one year for sharing his online collection of 1,800 child porn photos.)

Perv du jour: Robert Bower Reeves got six years on federal charges of possessing child porn. He still faces state charges for allegedly molesting a 12-year-old girl.

Turns out that Troy Gross, the guy who got shot by a retired cop while robbing the Wachovia Bank on Northern Parkway in February, was a witness in the trial of Corey McMillon. McMillon was facing murder charges in the Remington group home killing from last year, but now those charges are dropped. McMillon, however, is still serving life for another murder.

Speaking of bank robbers, Robert Nathaniel Brown got 11+ years for a September bank robbery. Brown was caught after leaving behind an envelope with his fingerprints on it.

Former gun dealer and 2nd Amendment activist Sanford Abrams is being charged with multiple firearms violations.

Doc Cheatham is writing a letter to the FBI to tell them he disagrees with their findings on Robert Clay.

A Pause for Perverts

For whatever reason, Baltimore is home to a TON of child molesters.
Not as many as Florida, we hear, but at least once a day, if not three or four times a day, a new dirty old man is arrested. What is up with that? The whole Catholic-church thing gets a lot of ink, with TV anchor Thomas Roberts coming out with tales of Father Jeff Toohey of Calvert Hall, and the pastor of Our Lady of Perpetual Help in Ellicott City. The Catholic church has countered with the scary stat that "only" some 1 percent of priests have been accused of sex abuse, as compared to 5 percent of U.S. public school teachers. Yikes.

As of a year ago, the law allows people who are now 25 or younger and were molested to be able to sue the molestor until they're 42 (what's with the weird ages?), an apparent compromise to save the Catholic church.
So while civil suits are thus restrained, there is no time limit for criminal charges, a good thing since every pedophile on the East Coast seems to wind up living here!

Wow, here's some drama!
The City Council is going to vote tonight to decide if smoking should be banned in bars.
No one can predict how the vote will go... the tiebreaker may be cast by retired educator Sharon Green Middleton, who will be sworn in this afternoon, hours before the vote!

The Senate is expected to vote on a bill that would allow prosecutors to introduce evidence of past sex acts with children at trials of child sex offenders. A judge would have to hold a hearing to determine if the evidence could be admitted.

The General Assembly could pass a bill that would "legislate sex offenders out of Ocean City."

Ugh, that creepy Don Dwyer is still around.
