Seriously? The CP reports that Maryland is the only state in the nation without a criminal child-neglect law. Bills 962 and 757 would change that, but child advocates say the legislation is flawed.

Once again, the murder of security guard Ball could have been easily prevented.
Arrested for his murder is Eric Rose, a resident of Better Waverly, who should have been in prison for armed robbery and who, like most offenders in Better Waverly, reoffended and had his probation violated. His sentence: more probation. For a violent offender.
This guy has been in the criminal justice system on multiple occasions. He should not have been out in the community.
Now a security gurad is dead because we don't incapacitate known violent offenders in Baltimore.
AND the Dept. of Corrections thinks it wants to address the budget deficit by letting these guys back onto the street early.

So who's responsible for lsuch a ferkakta sentence? does eight years, six suspended, three years' probation mean he was released that day?
Reading this story made my stomach hurt. I suppose that's outrage. Will things ever change?
